The Assignment
As a Monitoring & Evaluation (M&E) Consultant with GIZ Pakistan, I led a team to design a comprehensive Monitoring and Evaluation Framework for social protection programs in Khyber Pakhtunkhwa (KP) province. This framework was developed through extensive stakeholder consultations, supervision of data collection, and adaptation of international best practices to the local policy context. The resulting M&E Framework is being adopted by the Social Protection & Reforms Unit (SPRU), Government of KP.

The assignment was conducted in close collaboration with IMSciences, Peshawar, which worked in parallel on capacity building of PP-SPRU. The resulting framework is consistent with international standards while tailored to the KP context, enhancing the efficiency, effectiveness, and sustainability of social protection initiatives in the region.
Scope of the Assignment
The framework covered 29 social protection programs across multiple departments, including:
- Social Welfare Department (7 programs)
- Khyber Pakhtunkhwa Workers Welfare Board (4 programs)
- Employee Social Security Scheme (ESSI) (6 programs)
- Zakat & Usher Department (4 programs)
- Benazir Income Support Program (BISP) (3 programs)
- Pakistan Bait-ul-Mal (3 programs)
- TEVTA & SRSP (2 programs each)
- Forestry, Environment & Wildlife Department (FEWD) (1 program)
- Social Health Protection Initiative (SHPI) (1 program)
- Employees Old Age Benefits Institution (EOBI) (1 program)
- Elementary & Secondary Education Department (ESED) (1 program)
- Provincial Disaster Management Authority (PDMA) (1 program)
